Settings are exported as XML files.
It only does the base WordPress settings, the ones on the General, Writing, Reading, Discussion, Media, Privacy, and Permalinks Screens.
Installation:
Unpack and upload it to the /wp-content/plugins/ directory.
Activate the plugin through the 'Plugins' menu in WordPress.
